MS Photo Editor instructions

One of my friends didn't know how to reduce the pixels in their photograph they scanned so they could add it to a Yahoo!Groups picture file. So I wrote this article about how to do it. The task is rather simple and most PC's come with the basic Photo Editor software so, try double clicking on one of your photo files and see what happens.
